http://www.ttb.gov/industrial/alcohol_fuel.shtml The TTB is a branch of the ATF. This page links to the ATF/TTB information with which you must comply in order to operate a legal alcohol fuel plant.
http://www.ttb.gov/industrial/forms.shtml Alcohol fuel plants operating in the United States must fill out form "TTB F 5110.74" and submit it to the TTB before distilling any alcohol. Then one must also comply with local and state laws.

A small AFP is one that will produce and receive a combination of 10,000 or less proof gallons of spirits in a calendar year." (FYI: Basically, 1 "proof" gallon equals 2 "normal" gallons. Therefore, a "small" producer may make 5,000 gallons of ethanol fuel per year.)

Unfortunately, it doesn't offer centralized data base or file sharing, so it makes a rather poor means of sharing information efficiently. It is a great place to sip your coffee and chat with the other denizens, but trying to mine out information -- well, good luck! But, still, you can find me roaming the cyber halls there! I'm not certain if that is a selling point or not!

All of their books are great reading, and if you are thinking about operating your own alcohol (ethanol) fuel plant, you should read each of them. These are also the guys that make the "PDA-1" still, which is what I am using for my own experiments producing ethanol fuel.

There is a lot of good information shared here, a data base and file sharing that can actually be easily used, and many friendly people. What more could one ask? If the link is broken, go to "yahoo.com" and search their groups for "alcoholfuel" and you should find this exceptional group. So far it is the best group I have found serving those of us interested in producing your own alcohol (ethanol) fuel.
